MMR Global Services Hub: Vision for the Future
Mumbai Metropolitan Region (MMR) stands at the crossroads of becoming a global powerhouse. With its potential to serve as a hub for multiple industries, MMR could unlock an economic revolution by developing services that will drive the region’s growth. These services have the potential to generate substantial growth in the region’s GVA (Gross Value Added), creating millions of high-productivity jobs by 2030. The vision to transform MMR into a global services hub is ambitious yet achievable, positioning it as a world leader in multiple high-growth sectors.
According to the World Bank, 40 percent of India's population will be in urban areas by 2036, that will contribute almost 70 percent to GDP. This growth of city-regions needs careful planning, and close partnerships between the private sector and various government bodies. The Mumbai Metropolitan Region (MMR) is a crucial part of this ambition, contributing 31% of the state's GDP. Its continued economic growth, extending beyond Brihan Mumbai, is essential for both Maharashtra and Bharat's aspiration of becoming a Viksit Bharat by 2047. With a population exceeding 25.8 million and a GDP of $140 billion, the Mumbai Metropolitan Region (MMR) is already India's most important economic powerhouse. However, its untapped potential remains substantial.

Financial Services and Fintech
Mumbai has long been known as India’s financial capital, and with the right policies and infrastructure, it could easily become a global financial hub on par with London or New York. By 2030, the financial services market in India is projected to grow to $1.1 trillion, with MMR capturing 15-20% of this incremental market—roughly $90 billion. To achieve this, MMR needs to focus on several key initiatives: developing world-class business districts like BKC, Wadala, and Kharghar; increasing the number of prestigious STEM and MBA colleges to ensure a steady flow of skilled professionals; and offering policy support for fintech, including incentives, competitive real estate, and subsidies for job creation. 40M has identified this as an opportunity and is taking steps in harnessing its full potential.
Global Capability Centers
India is already the largest market for Global Capability Centers (GCCs), and MMR has the opportunity to expand its share from 10% to 15% of the national market. This growth will bring in high-value jobs in areas like finance, legal services, IT, and R&D. To expand GCCs in MMR, the region should develop attractive hubs in emerging areas around Mumbai, strengthen partnerships with Fortune 2000 companies and industry bodies like NASSCOM, and collaborate with academic institutions to create specialized programs catering to the skills needed by GCCs.
Data Centers
MMR is already a significant player in India’s data center industry, with Navi Mumbai emerging as a key data center hub. As demand for cloud computing and AI rises, MMR can significantly increase its data center capacity to become a global leader in this space. Steps to enhance MMR’s data center potential include increasing capacity tenfold by 2030 through large-scale investments, offering incentives like tax breaks and infrastructure subsidies, and focusing on sustainability through energy-efficient practices to attract global clients.
AI & Robotics
The rise of new-age technologies—AI, cybersecurity, robotics, and Industry 4.0—presents an incredible opportunity for MMR to position itself as a leader in innovation. MMR is well-placed to become the center for startups, research & development, and high-tech industries. Key actions include establishing mixed-use hubs in regions like Navi Mumbai and Thane, complete with innovation labs, educational institutes, and affordable housing. Additionally, creating policies to reduce the cost of doing business and offering reimbursements for R&D can give startups a competitive edge. Expanding STEM education and providing specialized skilling institutes will ensure a workforce ready for the tech-driven future.
Education
India’s young population offers a unique advantage in both the education and healthcare sectors. MMR has the potential to become a global leader in medical tourism, education, and talent development. Key strategies include establishing internationally recognized education hubs by attracting top universities and technical colleges. With Mumbai already known for its healthcare institutions, the region can expand by adding medical colleges, hospitals, and research centers. Skilling the workforce with a focus on new-age courses like AI, healthcare, and cybersecurity will train a highly skilled workforce ready to serve both domestic and global markets.
Infrastructure
The MMR is experiencing significant growth, supported by over $50 billion in ongoing infrastructure investments. To further develop MMR into a Global Economic Hub. With the upcoming Navi Mumbai International Airport (NMIA) and existing infrastructure, MMR has the potential to become a major global aviation hub. By 2030, MMR could serve 150 million passengers annually, with a bustling air-sea cargo ecosystem complementing the airport. To realize this vision, MMR must expedite infrastructure development, ensuring the completion of NMIA and connecting the airport with the city via metro and roads. Encouraging international airlines to establish Mumbai as a hub will increase air traffic and tourism. Creating an AeroCity around NMIA with offices, hotels, and retail will drive further growth in the region.
Media & Entertainment
India’s media and entertainment industry is projected to grow significantly, and MMR is in prime position to lead this transformation. The AVGC (Media, Animation, Visual Effects, Gaming, and Entertainment) sector alone is expected to expand at 20% CAGR, with MMR capturing a large share of this market. Actions to support this sector include developing film and media cities with dedicated spaces for film production, animation studios, and gaming companies. Incentivizing AVGC firms through affordable rentals, R&D reimbursements, and subsidies will help attract global players. Establishing educational institutions focused on AVGC will ensure a steady supply of skilled professionals.
In conclusion, the vision to transform MMR into a global services hub is achievable by focusing on the development of seven champion services—financial services, new-age technology, healthcare, aviation, media, GCCs, and data centers. This transformation will not only boost the region’s economy but also create millions of high-quality jobs, making MMR a global powerhouse by 2030.
